A couple of things to try: 1) bury chicken wire just under the soil (of course, you'll need to do this before your plantings are in--or after they're demolished and you have to start again). 2) take a bunch of those short wire fences that are about 6 inches tall and arch-y. Place them randomly throughout your plantings where he likes to dig, so no matter how he manouvers there isn't really enough room for him to get his body in a good digging position.
